Sounds good to me - that CPU is a great performer and will be more than you need for ages. 4gb RAM is heaps, and it's a good idea to do the monitor upgrade. That PC is far more powerful than any laptop you'll find in the same price range. The graphics card (nVidia G310) isn't a super powerful gaming card, but support DX10.1 and has tons of memory. It's also a discreet card with heaps of connectivity - should support DVI, HDMI and DisplayPort.
I haven't looked at OTC PC prices much recently, but it seems like a good buy to me, considering it's loaded with Win 7 Home Premium.
I could be wrong but I would have thought the Dell computers would come packaged with speakers, keyboard and mouse. If so, I'd just roll with what it comes with to start with. If not, I would buy the KB/mouse/speakers somewhere else, because Dell will charge a lot for them.
I also recommend NOT getting sucked into buying extended warranties or anything like that. They will try to upsell you with heaps of stuff - surge protectors, anti virus software etc, but I would stay away from all of it, because it will be very expensive compared with other places.
